Setting up Google Ads conversion tracking properly

Bad tracking makes Google Ads optimise for the wrong thing. This guide shows how to set up conversions that reflect real leads and sales.

Setting up Google Ads conversion tracking properly: Upscaleads guide
Quick answer

Proper Google Ads conversion tracking means installing the Google tag, defining only real business outcomes as primary conversions, tracking forms, calls, WhatsApp clicks and purchases without duplicates, turning on Enhanced conversions, implementing Consent Mode where required, and importing offline results so Google learns which leads became customers.

Key takeaways

  • Only real outcomes should be primary conversions; everything else should be secondary or removed.
  • Choose either native Google Ads tags or GA4 imports for each action, not both as primary.
  • Enhanced conversions use hashed first-party data to recover conversions that cookies miss.
  • Offline conversion import teaches smart bidding which leads actually became customers.
  • Test every conversion action after setup and after every website change.

A surprising number of underperforming Google Ads accounts share the same root problem: the account is optimising towards something that is not a real result. A "conversion" fires when someone views the contact page, or the thank-you page counts twice, or WhatsApp clicks are not tracked at all even though that is where most UAE customers get in touch.

Smart bidding is only as clever as the data it receives. Get tracking right and every other optimisation becomes easier. Get it wrong and Google will efficiently find you more of the wrong thing.

What should count as a conversion?

A conversion should be an action that has clear business value: a purchase, a submitted enquiry form, a phone call of meaningful length, a WhatsApp chat started from your site or a booked appointment. Page views, scroll depth and time on site are engagement signals, not conversions.

Google Ads separates conversion actions into primary, which are used for bidding and appear in the Conversions column, and secondary, which are recorded for observation only. Keep the primary list short and honest.

Should you use Google Ads tags or GA4 imports?

Either can work, but pick one source per action and avoid counting the same event twice as primary. Native Google Ads conversion tags are generally the more direct choice for bidding, while importing GA4 key events is convenient if your analytics setup is already well maintained.

  • Native Google Ads conversions: fire directly into Google Ads, support Enhanced conversions cleanly and use Google Ads attribution.
  • GA4 key events imported into Google Ads: one setup feeds both analytics and ads. GA4 and Google Ads can report different numbers because of attribution and timing differences, so do not expect them to match exactly.

A common mistake is importing a GA4 "generate_lead" event and also running a Google Ads form tag, both set to primary. Every lead then counts twice, and bidding becomes over-aggressive.

How do you set up conversion tracking step by step?

1. Install the Google tag through Google Tag Manager

Google Tag Manager keeps all your tags in one place and lets you change tracking without editing site code. Install the GTM container on every page, then add the Google tag with your Google Ads and GA4 IDs.

2. Create conversion actions in Google Ads

Create one action per real outcome, set the category (for example Submit lead form, Purchase, Contact), choose counting, set a value if you know it and pick a conversion window that suits your sales cycle.

3. Fire each conversion on the right trigger

  • Forms: fire on a genuine success signal such as a thank-you page or a confirmed submission event, not on the button click.
  • WhatsApp: fire on clicks to wa.me or api.whatsapp.com links and on your floating chat button.
  • Phone: track clicks on tel: links and use call assets with call reporting where available. See tracking calls and WhatsApp leads from ads for more detail.
  • E-commerce: send the purchase value, currency (AED) and transaction ID to prevent duplicates on page refresh.

4. Turn on Enhanced conversions

Enhanced conversions send hashed first-party data, such as the email address or phone number entered in a form, alongside the conversion. Google matches it securely to signed-in users, recovering conversions that cookie restrictions and cross-device journeys would otherwise lose. You can set it up through the Google tag, GTM or the API, and you must make sure your privacy policy covers this use of data.

Consent Mode v2 passes users' consent choices to Google tags through four signals: ad_storage, analytics_storage, ad_user_data and ad_personalization. It is required by Google for advertisers using its measurement and personalisation features with users in the European Economic Area. Many UAE businesses also receive European visitors, and the UAE has its own personal data protection law, Federal Decree-Law No. 45 of 2021, so a proper consent banner connected to Consent Mode is sensible practice. Confirm your own obligations with a legal adviser.

6. Test everything

Use Tag Assistant and GTM Preview to submit a test form, click WhatsApp and click the phone number on mobile. Check that each fires once. In Google Ads, the conversion action status should change to recording conversions within a day or so.

What is offline conversion import and do you need it?

Offline conversion import sends results from your CRM back to Google Ads: which leads were qualified, which booked, which paid. It is the single biggest upgrade for lead generation accounts, because it teaches bidding to find customers rather than form fillers.

There are two main approaches. The classic method stores the GCLID (Google click ID) from the ad click in a hidden form field and CRM record, then uploads it with the outcome. Enhanced conversions for leads uses hashed email or phone numbers from the form instead, which is more resilient when click IDs are lost. Uploads can be done manually, on a schedule through Google Ads Data Manager, through supported CRM integrations or via the API.

If your website forms do not yet pass data into a CRM, a CRM setup or a simple integration usually needs to come first.

What are the most common tracking mistakes?

  • Counting page views or button clicks as primary conversions.
  • Duplicate conversions from both GA4 imports and Google Ads tags.
  • Forms that fire a conversion even when validation fails.
  • Counting set to "Every" for leads, so one person submitting twice counts as two.
  • Tracking breaking silently after a website redesign or form plugin update.
  • Not tracking WhatsApp, which in the UAE can be the main contact method.
  • Old test conversions left active from a previous agency.

How often should tracking be checked?

Check conversion status weekly in the Goals section of Google Ads and run a full test monthly, plus after every website change. A sudden drop to zero conversions is often a tracking break, not a campaign problem.

Frequently asked questions

Why do Google Ads and GA4 show different conversion numbers?

The two platforms use different attribution models, conversion windows and timing. Google Ads records conversions against the date of the ad click, while GA4 records them on the date they happen, and each may credit different channels. Small differences are normal; large gaps usually point to duplicate tags, missing consent signals or broken tracking.

Is Enhanced conversions safe to use under UAE data law?

Enhanced conversions hash customer data such as email addresses before sending it to Google, and Google uses it only for matching and measurement. You still need a clear privacy policy and appropriate consent handling. Because data protection requirements depend on your business and audience, confirm your obligations under UAE Federal Decree-Law No. 45 of 2021 with a legal adviser.

How many conversion actions should a Google Ads account have?

There is no fixed number, but most lead generation accounts need only three to six primary actions: form submissions, calls, WhatsApp clicks and later imported qualified leads or sales. Everything else, such as page views or video plays, should be secondary or removed so bidding focuses on outcomes that matter.

What conversion window should I use?

Match the window to how long customers usually take to decide. Google's default click-through window is 30 days, which suits most services. Longer cycles, such as real estate, education or B2B, may justify up to 90 days. For imported offline conversions, make sure the window covers the time between the ad click and the sale.
