Performance Max campaigns: when to use them and when not to

Performance Max can scale a well-tracked account or quietly burn budget on brand and low-quality leads. Here is how to tell which situation you are in.

Performance Max campaigns: when to use them and when not to: Upscaleads guide
Quick answer

Use Performance Max when you have reliable conversion tracking, enough conversion volume, strong creative assets and clear value signals, such as an online store with a product feed. Avoid it, or keep it tightly controlled, when tracking is weak, lead quality varies widely or budgets are small, because the system optimises towards whatever you tell it counts as success.

Key takeaways

  • Performance Max runs across Search, Shopping, YouTube, Display, Discover, Gmail and Maps from one campaign.
  • It is only as good as your conversion data; weak tracking produces weak results at scale.
  • Use brand exclusions and negative keywords so it does not claim credit for existing brand demand.
  • Lead generation accounts should feed back qualified leads through offline conversion import.
  • Keep a Search campaign running for your most important keywords.

Performance Max, usually shortened to PMax, is Google's most automated campaign type. It is also one of the most misunderstood. Some UAE advertisers switch it on because a Google rep recommended it, see a flood of cheap conversions and assume it is working, only to find the sales team complaining about junk enquiries a month later.

Others avoid it entirely and miss out on Shopping, YouTube and Maps inventory that could be profitable. The right answer sits between those extremes, and it depends mostly on your data.

What is Performance Max?

Performance Max is a single campaign that can show your ads across all of Google's inventory: Search, Shopping, YouTube, Display, Discover, Gmail and Maps. You provide goals, budget, creative assets, audience signals and optionally a product feed. Google's systems decide where, when and to whom to show each combination.

Instead of ad groups, PMax uses asset groups: bundles of headlines, descriptions, images, logos and videos around a theme. Audience signals, such as your customer lists, website visitors or custom segments, act as hints about who to target first; they are not hard limits. Search themes let you suggest topics that matter to your business.

When does Performance Max work well?

PMax works best when the system has clear, trustworthy signals and enough of them to learn from. In practice, that means:

  • E-commerce with a good product feed. Online stores with accurate Merchant Center data, conversion values and healthy margins are the classic fit. PMax is also how Shopping inventory is accessed beyond Standard Shopping.
  • Accounts with steady conversion volume. The more conversions per month, the faster the system learns and the more stable the results.
  • Value-based goals. When revenue or lead value is passed back accurately, PMax can bid towards profitable outcomes rather than just more of them.
  • Strong creative. Advertisers with real images, short videos in several aspect ratios and varied copy give the system more to work with. Without your own video, Google may generate basic video from your images.
  • Local businesses with store visits in mind, where Maps placements genuinely matter.

When should you avoid Performance Max?

Avoid it, or delay it, when the signals it would learn from are unreliable. PMax is very good at finding more of whatever you count as a conversion, which becomes a problem when that conversion is not a real business result.

  • Weak or inflated tracking. If page views, button clicks or duplicate form fires are marked as primary conversions, PMax will chase them.
  • Lead generation with variable lead quality. Clinics, real estate, education and B2B services often see PMax generate cheap form fills from display and partner placements that never answer the phone.
  • Very small budgets. A budget that buys only a few conversions a month spread across many channels rarely produces enough data.
  • Strict brand or regulatory control. Healthcare and other regulated sectors in the UAE need to control exactly what is said and where. Automatically assembled ads and final URL expansion need careful review. Confirm current advertising rules with DHA, DoH or MOHAP as applicable.
  • No clean creative. Low-quality or off-brand images get shown at scale.

Performance Max vs Search: which should you choose?

For most lead generation businesses, the answer is Search first, then PMax as an addition once tracking is solid. For e-commerce, PMax often becomes the main campaign, with Search protecting key terms.

FactorSearch campaignsPerformance Max
Control over keywordsHigh: match types and negativesLower: search themes, negatives and exclusions
ChannelsGoogle search resultsAll Google channels
ReportingDetailed keyword and search term dataImproved, but less granular
Data neededWorks with modest volumeNeeds steady, reliable conversions
Best fitLead generation, high-intent servicesE-commerce, value-based goals, larger budgets

Where the same query could trigger both, Google gives priority to a Search campaign with an exact match keyword that is identical to the query. That is useful: it means your most important terms can stay under close control.

Which controls should you set before launching?

Google has added more controls to PMax over time. Use them from day one rather than after problems appear.

  1. Review conversion goals. Only real outcomes, such as purchases, qualified form submissions, calls over a set duration and WhatsApp clicks, should be primary. See our guide to setting up conversion tracking properly.
  2. Add brand exclusions. Otherwise PMax may take credit for people already searching your brand name, making results look better than they are.
  3. Add negative keywords. Campaign-level negatives and account-level negative lists help block irrelevant searches such as jobs, free or competitor names you do not want.
  4. Decide on final URL expansion. Turn it off or add URL exclusions if you do not want traffic sent to careers, blog or policy pages.
  5. Check placement and content settings. Use account-level content suitability settings and review where ads appear.
  6. Set up offline conversion import for lead generation, so the system learns which leads became customers.
  7. Consider the new customer acquisition goal if you want to bid more for new customers than for returning ones.

How do you judge Performance Max results honestly?

Look past the headline conversion number. Check the channel performance and search term reports to see where conversions come from, compare CRM-qualified leads rather than raw form fills, and watch whether branded search campaigns lose volume after PMax launches, which would suggest it is absorbing existing demand.

Give any change two to six weeks to settle. PMax reacts badly to constant tinkering, so batch your changes and review on a regular cycle.

A quick decision framework

  • Is tracking accurate, deduplicated and tied to real revenue or qualified leads? If not, fix that first.
  • Do you get steady conversions each month in the account? If not, stick with Search for now.
  • Do you have good images, logos and at least one short video? If not, produce them first.
  • Can you feed back lead quality or order value? If yes, PMax becomes much more attractive.

If most answers are yes, test PMax alongside Search with a separate budget and a clear success measure.

Frequently asked questions

Can I see search terms in Performance Max?

Yes, more than before. Google has expanded Performance Max reporting with search term insights, a search terms report and channel performance reporting. The detail is still less granular than a standard Search campaign, so many advertisers keep Search campaigns for their most important keywords to retain full visibility and control.

Can I add negative keywords to Performance Max?

Yes. Performance Max supports campaign-level negative keywords and account-level negative keyword lists, as well as brand exclusions. Use them to block irrelevant searches such as jobs, training or free, and to stop the campaign serving on your own brand terms if you want to measure its value on new demand.

Does Performance Max replace Search campaigns?

No. The two work together. When a search query exactly matches an exact match keyword in a Search campaign, the Search campaign takes priority. Many accounts use Search for core, high-intent keywords and Performance Max to reach additional demand across Shopping, YouTube, Maps and other channels.

How much budget does Performance Max need?

There is no official minimum, but the campaign needs enough budget to generate steady conversions so it can learn. A useful rule is to set a daily budget that could realistically produce several conversions per week at your current cost per conversion. Very small budgets spread across every channel often produce unstable results.
